Project Summary
As part of the Government’s Transforming Cities Fund (TCF), LCS Civils Ltd was appointed by Galliford Try to deliver the enabling and full construction phase of two critical public realm schemes within Stoke-on-Trent. The schemes form part of a multi-phase infrastructure upgrade aimed at improving sustainable transport connectivity between Stoke Railway Station and the City Centre. Both College Road and Station Road required delivery under live conditions, with careful phasing to ensure continuous public and stakeholder access.
Major interfaces included:
- Staffordshire University and College campuses
- Retail businesses and pedestrian routes
- Network Rail and Stoke mainline station
- Residential housing with restricted vehicle access.
Project Scope
- Development of phasing plans, traffic & pedestrian management strategies, and stakeholder engagement maps.
- Reconstruction of 2km of carriageway and 4km of footways, with extensive high-spec granite and precast paving installations.
- Construction of 5,000m² of enhanced public realm paving fronting university buildings and Station Road concourse.
- Cyclist-priority junctions and crossing points developed in line with DfT active travel guidance.
- Installation of 2,500m of new drainage, including deep excavations (up to 4m) and large diameter pipework (up to 900mm).
- Rebuild of multiple junctions and crossings to improve public transport and pedestrian flows.
- Coordination of temporary diversions and access routes for businesses, residents, deliveries, and emergency services.
Project Impact
- The Scheme was opened by the Mayor of Stoke -on -Trent August 2025.
- At peak, over 80% of a 50-person team were locally sourced from within a 10-mile radius.
- More than 500 Technical Queries raised, analysed and responded to, ensuring site-specific constructability.
- Value engineering proposals from LCS contributed to design efficiency, reduced risk, and programme savings.
- Liaison with Network Rail for protection of critical assets and public access outside station forecourts.
- Extensive engagement with public, business owners, and university representatives to plan around peak access hours.
- Sensitive working zones demarcated with signage, barrier checks, and designated public walkways.
- Out-of-hours and weekend works notified via letters, signage, and direct engagement with key stakeholders.
- Weekly meetings with Network Rail to align with pedestrian and vehicular movements at Stoke Station.
- Positive feedback received from the University for consideration shown during exam and enrolment periods.
